Project History
Planning for the new hospital began in 1994 after the California Legislature passed SB 1953, the Hospital Facilities Seismic Safety Act. The bill required that by 2030, all hospital buildings in California must be operational following a major earthquake.
The Burlingame Planning Commission and City Council cleared the way for the new hospital in 2004 with a unanimous vote by the Council to approve the Environmental Impact Report (EIR), building design, rezoning issues and a conditional use permit for the project.
In August 2006, Peninsula Health Care District voters unanimously approved a new 50-year land lease that called for Mills-Peninsula to develop a $618 million, state-of-the-art hospital to replace Peninsula Medical Center in Burlingame, which Mills-Peninsula would own and operate.
The District includes: San Bruno, Millbrae, Burlingame, Hillsborough, portions of South San Francisco and Foster City, and most of San Mateo.
Mills-Peninsula committed to privately funding the new hospital without tax support.
Ground was broken November 1, 2006. Completion of the project is scheduled for February 2011.
Mitigation Monitoring Panel
The Mitigation Monitoring Panel was formed by the Burlingame City Council as a condition of approval for Mills-Peninsula’s hospital project.
Condition #118 requires:
“Applicant shall propose a mitigation monitoring panel of District, applicant, City and neighbor (including residential and commercial) representatives to coordinate issues regarding compliance with conditions of approval and mitigation measures as well as neighborhood concerns and questions.”
The Mills-Peninsula Medical Center is scheduled to open in 2011.
In March, the demolition of the existing hospital building went out to bid. Demolition materials will be taken out through the Trousdale upper entrance (current E.D. entrance). Grinding of concrete will be done on site. This summer, there will be a meeting with the contractor, Larry, project manager, and the neighbors to discuss the demolition project once the contract is awarded.

- The new medical office building is complete and physicians moved in Dec. 13
- The hospital project is 99 percent done
- The exterior of the building is 100 percent complete
- The sidewalk east of the oxygen enclosure pending removal of street lights per a Caltrans inspection
- Planting is done except for a small area at the corner of the fire road
- Interiors – currently doing punch list and paint touch-up
